Accessibility Statement

This website is run by Aldermaston Parish Council. We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • resize the window without text being lost off the screen
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We’ve also made the website text as simple as possible to understand.

How accessible this website is

We know some parts of this website are not fully accessible:

  • when navigating using just a keyboard it is not always clear where you are on the page
  • Some of the headings are numbered incorrectly
  • you cannot modify the line height or spacing of text
  • most older PDF documents are not fully accessible to screen reader software
  • you cannot skip to the main content when using a screen reader
  • Some of the pictures on the website do not have meaningful descriptive text

The content listed below is non-accessible for the following reasons.

Non-compliance with accessibility regulations

  • There may be pages with read more / click here links. See WCAG 2.4 Success Criterion 4.4 (Link Purpose (In Context)
  • Some of the menus are difficult to access without a mouse. See WCAG 2.1 success criterion 2.1.1 (Keyboard accessible)
  • The colours in the heading bar do not meet the requirements for sufficient contrast. See WCAG 2.1 success criterion 1.4.3 (Contrast)
  • There may be some pages where HTML isn’t perfectly formed, such as stray end tags. See WCAG 2.1 success criterion 4.1.1 (Parsing).
  • Many of our older PDFs and Word documents don’t meet accessibility standards - for example, they may not be structured so they’re accessible to a screen reader. See WCAG 2.1 success criterion 4.1.2 (name, role value).
  • Some images on the website pages may not have a text alternative or only have the file name, so the information on them isn’t available to people using a screen reader. See WCAG 2.1 success criterion 1.1.1 .
  • Some headings don’t cascade inside some features on some web pages failing WCAG 2.1 success criterion 1.3.1
  • There are some empty headings failing WCAG 2.1 success criterion 2.4.6

Disproportionate burden

As a Parish Council with only one employee and limited budget the improvements to existing content will take time but the Parish Council will endeavour to ensure that any new content meets the requirements.

Content that’s not within the scope of the accessibility regulations

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix agendas and minutes published prior to September 2018. If you wish to obtain a copy of one of these older documents in accessible format please contact the clerk

Any new PDFs or Word documents we publish will meet accessibility standards.

How we tested

This website was tested manually in Google Chrome web browser and using various chrome plug-ins such as Wave, HeadingsMap, HighContrast and Chromevox prior to the writing of this statement.  

What we’re doing to improve accessibility

We have identified a number of areas that could be improved and will work towards improving these over the next year. Another review will be carried out in a year’s time.  Any new content added will be made accessible in accordance with the regulations.
